Ofer was born in Haifa and moved to the US when he was four years old. He grew up in Queens, New York and now resides in Boston with his wife and three children. He graduated from the University of Pennsylvania (where he played lightweight football) with a B.S. in Electrical Engineering and a B.S. in Economics. Later, he received an MBA from Harvard Business School. Since 1986, Ofer has been involved in venture capital and private equity investing, with a focus on technology companies. His firm has invested in companies and venture funds in Israel.
